Members of the Technical Correlating Committee on Professional Qualifications met in Nashville last week as part of the on-going effort to address the 20 recommendations made at the Dallas Pro-Qual Now and Beyond Summit of April 2011.
Chair Bill Peterson opened the meeting by welcoming the members and briefly over viewing the two-day workshop.
NFPA Staff Liaison Tom McGowan provided a briefing to the TCC on the current status of the nineteen Pro-Qual Documents.
One of the recommendations of the Pro-Qual Summit was to align and assimilate the pro-qual documents so that as the public uses any of the documents the user can rely on consistency within the document. A review of all Pro-Qual committee and documents scopes was conducted. Minor adjustments to some of the committee scopes and document scopes were made. Each of the committees will be made aware of the document scope changes and a committee input stage the scopes will be edited. The committee scope modifications will be forwarded to the Standards Council for their approval.
The revision cycle schedule for the Pro-Qual documents is unequal. There are cycles where only one document is addressed and others where up to five documents enter cycle. A proposal to realign the schedule for Pro-Qual Documents was presented. During the TCC discussion it was recognized that a balance from one cycle to another needed to be addressed. Staff will forward three proposed drafts for the schedule. Members are asked to respond to the proposals and make additional comments before the next in-person meeting. A recommendation will be made to the Standards Council at the August meeting.
With the establishment of the Technical Correlating Committee many years ago, a Standard Operating Procedures manual was also developed. It has been refreshed at least once. The TCC acknowledges that the manual needs some additional refinement. A task group was established to review and propose a draft procedures document. This will be presented to the TCC at the June meeting which is to be held prior to the Annual Conference in Las Vegas.
At the June 2011 TCC meeting, a task group on Pro-Qual Definitions was formed to review and make recommendations for a single document regarding Pro-Qual definitions. The TG reported to the TCC. The TCC took action to implement the Report of the Task Group and if a TC wishes to use an alternative definition this request shall be made to the TCC.
A review of a Subject Matter Matrix of all Pro Qual Documents was presented. A Task Group was established to review and propose a template for the front end information, back end information and appendices of all Pro Qual Documents. The Subject Matter Task Group was requested to include a draft of a Recurrent Training Language for all Pro-Qual Documents in their report.
A discussion on TCC Membership was held. Staff asked for input on national organizations that may have interest in having representation on the TCC or other individuals that may be interested in serving as a principal to the TCC.
Both Task Groups gave a brief report of their two hour meetings which were held prior to the second day’s meeting. Complete reports will be provided at the TCC Meeting in June 2012.
An up-date to the NFA Professional Development correlation between the Executive Fire Officer (EFO) for the National Fire Academy (NFA) and Pro-Qual documents was discussed. The new document will be forwarded via e-mail by NFPA Staff TCC membership. The committee asked staff to invite NFA staff to the next TCC meeting for an additional update and any other information that assist with this educational collaboration.
Next meeting of the TCC will be a Conference Call on Wednesday, April 11, 2012 at 1:00 PM EDT. This will be a TCC ROP for NFPA 1021, NFPA 1026, NFPA 1031 and NFPA 1033.
Additionally the following meeting will be an in-person meeting for ROC 1006 and NFPA 1061 and TCC Workshop. That meeting is scheduled for Saturday, June 9, 2012 in Las Vegas, NV, at 8:00 AM PDT.
