NFPA 101 and 5000 First Draft Meetings Come to a Close

The NFPA 101 and NFPA 5000 First Draft Technical Committee meetings were a success! The eight technical committee meetings were held between August 12th and August 17th in St. Louis, MO. Over 160 committee members attended the meetings and 25 guests sat in to hear the discussions. 

Here is a list of some of the topics the committees discussed:

• The Assembly Occupancies Committee developed First Revisions that (1) expand the Life Safety Evaluation to differentiate between building systems-related and facility management-related issues, (2) delineate the training subjects for crowd managers, and (3) address stadium/arena aisle transitions like those which occur where an aisle stair within a seating section splits so as to run to each side of a vomitory portal.
• The Detention and Correctional Committee discussed special provisions for alcohol-based hand-rub dispensers because of the additional safety, health, and security risks in detention and correctional facilities.
• The Educational and Day-Care Occupancies Committee developed First Revisions that (1) clarify that the educational occupancy provisions apply to preschools only if all the children are 24 months or more in age, (2) require carbon monoxide detection in new educational occupancies with fuel burning appliances, and (3) revise the day-care occupancy provisions to recognize features characteristic of a residential dwelling unit.
• The Health Care Occupancies Committee developed First Revisions that (1) allow egress doors, that are permitted to be locked, to be disguised by murals in units like those housing Alzheimer’s patients, (2) permit nursing home corridor width to be decreased from 8 ft to 6 ft in smoke compartments housing not more than 30 residents, and (3) require “nurse servers” and other pass-throughs in corridor walls to be protected as required for corridor doors.
• The Industrial and Storage Committee discussed the classification of storage occupancies based upon the hazard of contents and the protection of high rise open parking structures. 

• The Mercantile and Business Committee discussed occupant load factors for concentrated and less concentrated business use areas. 

• The Residential Board and Care Facilities Committee discussed proposed revisions to allow for door locking for residents’ safety based on their clinical needs, such as dementia and Alzheimer’s. The Committee also discussed proposed revisions to allow for limited cooking areas to be open to corridors, as is currently permitted in certain health care occupancies where special protection features are in place.
• The Residential Occupancies Committee discussed proposed revisions to require all new hotels and dormitories to be protected by automatic sprinklers given the long history of occupant life safety from fire they have provided. The Committee also reviewed the requirements for carbon monoxide detection in residential occupancies containing fuel-burning fireplaces.

The next step in the NFPA Process is for the committees to be balloted on the changes that were made during the meetings. After the balloting is complete, you can view the results on the document information pages: NFPA 101 and NFPA 5000. The first draft will be posted and ready for public comments by February 2, 2013.
